What freeze-thaw actually does to a pool

When soil moisture freezes it expands, then contracts on thaw. Repeated across a season, that pressure works against every rigid surface in contact with the ground. It is the same mechanism that lifts sidewalk slabs and cracks driveways. A pool shell, its plumbing, and its surrounding hardscape are all exposed to it.

Fiberglass: flexible by design

A fiberglass pool is a single molded composite shell. Its advantage in a cold climate is that composite has some flex — it can absorb a degree of ground movement and return to shape rather than fracturing. The cost of that freedom shows up over time. Concrete is porous and rigid. It relies on a plaster or aggregate interior finish that wears and is periodically resurfaced. Rigid structures do not flex with soil movement, so freeze-thaw pressure is resisted rather than absorbed, and cracking is a known long-term maintenance category in cold regions. Porous surfaces also give algae more to hold onto, which typically means more brushing and more chemical demand.

Build time is the other factor. A poured pool is a multi-stage process — excavation, steel, shotcrete, cure, tile, coping, finish — and in Wisconsin that timeline can run up against the end of the season.

Neither material is maintenance-free in Wisconsin. The real question is where you want your ongoing effort to go: into surface upkeep, or into design freedom you actually need.
